Some Suggestions I have.

Now before I go and say my problems with the server, let it be known that I love this server and the community, I play it pretty much everyday and these suggestions are simply for some things that could improve it.
Firstly: /Rules needs to be tinkered with a little. Recently two people on the server got perma-banned because they were using a clear lava resourse pack. Now this is completely fair, but I suggest adding a list of resourse packs that are allowed to /rules (and resourse packs that arnt allowed). They didnt know that they werent allowed to use it and the only spot you can find the mods/resource packs you are allowed to use is hidden away on the website.
Secondly: Rtp (end and nether), player broadcast, Team making, and possibly other commands take money to use. This is smart and allows for people to build nether portals and use public chat. Now the problem is that it doesnt warn you it will take your money, the other day i made a soccer/football arena on the server. I wanted players to come and saw other people in chat doing player broadcast, so I made one... I lost 150 diamonds and didnt know it cost money. So i suggest making a menu that asks you if you are sure you want to spend in this case, Are you sure you want to spend 150 diamonds to make this player broadcast? You could also add this for purchases above (for example 50 diamonds) when buying from shops so you dont spend your fortune of diamonds on something you dont want.
This is completely just suggestions.

Thank you for the feed back! The second point is actually very fair and valid! We will take that away and figure out a cleaner GUI so that the price isn't a shock in the future.
The first point is a little trickier. One of the problems in defining which packs people can and can't use leads to us saying "pack x is banned" but then another pack is released that does the same thing and we have to know it. We use ambigious language in the rules because of this. When we ask players not to cheat, I think it's a fairly clear expectation that using tools such as mods or resource packs to remove the lava fog is included, but as you said it is laid out in the website rules.
In specific regards to the two players that were recently perma banned, this was also not their first infraction when it comes to breaking the rules. Had it been, more than likely the bans would have been reduced on appeal to 3 or 7 days which we do quite often.

The confirmation menu for /pbc has been implemented :)
Also, I have added a command called /mods that outlines some allowed mods, and says to ask staff before assuming a mod is allowed.
